What is an ACS or “Access Control Server” in the Online Payments Industry?

They are the ones who issue cards to cardholders, who then use the card to purchase goods and services. The issuing bank needs to deploy an Access Control Server, also known as “ACS”, in order to receive 3D Secure messages, process the messages, and authenticate the card user.

ACS or Access Control Server is the technical term used to describe the software sitting on the issuing side (bank) that authenticates e-commerce transactions through the 3D Secure network.

In the 3-D Secure protocol, Access Control Server (ACS) is in the issuer domain (banks). Each card issuer is required to maintain an ACS which is used to support cardholder authentication. A customer then authenticates to this ACS by providing their [authentication details such as] username and password, the ACS signs the result as either a success or a failure. This signature is then passed through the customer’s browser and to the Merchant Plug-in (MPI). The MPI verifies the ACS signature and decides if it wishes to proceed with the transaction.

In 3DS 2.0, the ACS plays a similar role with additional functionality such as performing a risk-based assessment before challenging the cardholder and new authentication methods such as biometrics.
